128/06        MINUTES OF THE MEETING HELD ON MONDAY 13 MARCH  2006

It was noted that the meeting scheduled for Monday 10 April 2006 was not quorate.

The Minutes of the Meeting held on Monday 13 March 2006 approved and signed as a true and accurate record.

 

129/06        MATTERS ARISING FROM PREVIOUS MINUTES

The clerk had looked on Ordnance Survey website to obtain a map of the village, but the maps do not go into enough detail to warrant purchasing one.

130/06        EXCLUSIONS

There were no items to be taken in exclusion.

 

131/06      VILLAGE PLAN

 

The draft village plan had been circulated to all councillors, however it was felt that the sub committee should meet again before the public meeting, to ensure that they were comfortable with the way forward.

 

RESOLVED:

 

That the sub committee should meet before the public meeting and the meeting initially scheduled for May 19 be cancelled.

 

To purchase a map of the village from Ordnance Survey.

 

132/06      CHAIRMAN’S REPORT

 

Environmental Maintenance

 

Money which the parish council use under the Minor Maintenance Agreement with DCC has been spent using Derbyshire Dales District Council resources and clearing/cleaning work has been undertaken.

 

RESOLVED:

To place a notice on the notice board for someone to carry out the work this year.

 

Audit of Accounts

 

The Audit of Accounts year end March 2004, has just been received completed by the District Auditor.  Problems and questions had arisen due to the administration during that period and the Clerk and chairman had spent a great deal of time sorting things out.

 

Fete Field

 

Gordon Wardman has donated a field gate and post.  Work is progressing well, the drainage company should soon be back to carry out extra work.  Mowing of the field should soon be able to take place.

 

The opening of the Fete Field and Pavilion needs to be planned further in conjunction with the Tansley Development Association.  Sponsors should meet at 1.00pm then enable the Fete to take place at 2.00pm.

 

133/06      EAST MIDLANDS IN BLOOM

 

Cllr Taylor has started to assemble the portfolio to put forward to the judges and also to give consideration to the route that the judges will take.

 

 

134/06      PLANNING MATTERS

Applications for consideration, dealt with under Chairman’s delegated powers –

06/00228/LBALT Alterations to listed building – insulation of ceiling and provision of internal staircase at Scholes Mill, Old Coach Road, Tansley – no objections

06/00194/OUT Erection of dwelling (outline) at Land to the Rear of Cunnery View/Homelea, Nottingham Road Tansley – objections due to limited size of site, and access and egress onto Nottingham Road for increased volume of traffic.

135/06      CORRESPONDENCE

DRCC – Calor Village of the Year – it was resolved to enter this competition.

DALC Annual Subscription of £207.31 – it was resolved to subscribe once more

Defra – Clean Neighbourhoods and Environment Act 2005- was noted, that parish councils now have the power to give fixed penalties for graffiti, litter and such like, however with the penalties come problems.

DDDC – Derbyshire Dales Affordable Housing Supplementary Planning document – consultation draft – the chairman had drafted a response.
