115/07        MINUTES OF THE MEETING HELD ON MONDAY 11 DECEMBER   2006

The Minutes of the Meeting held on Monday 11 December 2006 were approved and signed as a true and accurate record.

 

116/07        MATTERS ARISING FROM PREVIOUS MINUTES

There were no matters arising.

117/07        EXCLUSIONS

There were no items to be taken in exclusion.

 

118/07      CHAIRMAN’S REPORT

 

The Fete Field – the timer for the heating has been changed and the back door is considered to be changed.

 

WREN who gave nearly £22,000 to the scheme has asked if they can hold a meeting in the pavilion in November.  Under the Management Agreement the Parish has reserved itself the opportunity to hold up to 12 meetings a year free of charge,  The WREN meeting could be one of the free uses, WREN has also asked if we can provide light refreshments.  In view of their grant and the possibility that the Parish Hall will also be applying to them. 

 

RESOLVED:

 

That WREN be given free use of the Fete Field Pavilion and that the Parish Council provides a buffet lunch.

 

Through the LINK magazine the Chairman has asked about the village having a Christmas tree, only one response has been received. 

 

Also asked about a war memorial, this had received only two responses.

 

Tansley Wood Mills – it is understood that the Tansley Wood Mill complex has recently been sold.  Presumably this sale includes the woodlands, which formerly provided water for power, and dying, these are now conservation areas and are very popular.  There are often more walkers in that part of the Parish than in Church Street.  The top pond is only a third of the size that it was only a few years ago and the old dam walls are very neglected.  It is likely that grants are attractable for conservation schemes and I feel that we should pursue the prospect of acquiring the land with a view to a Conservation Trust being formed to seek funding and subsequently manage the sites. 

 

RESOLVED:

 

That the Parish Council approached the new owners of Tansley Wood Mills through their agents about the possibility of acquiring the wood and ponds referred to.

 

119/07      DRAFT VILLAGE PLAN
 

The village plan must come back on the agenda, as there is now monies available for a sports hall, and grants for other initiatives.

If a proper village plan is considered then a budget needs to be given over to that.  The last parish plan was given over to a public meeting.

 

Cllr Taylor wanted to get the school involved with the school painting competition, and wondered is sponsorship could be sought from all garden centres.

 

120/07      DERBYSHIRE WILDLIFE TRUST – THE GREAT TREES OF DERBYSHIRE

 

The Clerk and Chairman would look at identifying trees that need saving.

 

Cllr Johnson left the meeting.

 

121/07      NEIGHBOURHOOD WATCH – GRANT
 

A request has been received for financial help with the cost of newsletters etc.

 

RESOLVED:

 

To award £23.50 as costs to date, further costs could be requested at a later stage.

122/07      CORRESPONDENCE

 

DCC Reorganisation of the Probation Services

 

RESOLVED: to respond that ‘the service is better served on a local basis and not a regional basis’ as could be a possibility.

DCC Sacre Annual Report was received.

124/07      ANNUAL RETURN FOR YEAR ENDED 31 MARCH 2005

RESOLVED: That the Chairman and Clerk sign the annual return as correct.

125/07      PLANNING MATTERS

 

Applications for consideration dealt with under Chairmans delegated powers:

06//973/LBALT Alterations to listed building – internal alterations at Scholes Mill, Old Coach Road, Tansley – no objections, and the Parish Council is very appreciative of the work done by the application, which has saved it from increasing dereliction and possible demolition.

06/00974/FUL Change of use of ground floor, first floor and second floor to business use and/or storage and distribution at Scholes Mill, Old Coach Road, Tansley – no objections as above.

PLS/SJG/G/4/Avii Felling of Beech Tree at Tansley Wood House Lower Lumsdale, - objection as follows- at this time of increasing ‘green’ awareness, trees of this type should be preserved where possible.  The applicant states that the stability of the tree may be compromised in 10 years.  We suggest that the application not be preferred at this time and should be reviewed at three yearly intervals.
