MINUTES OF THE MEETING OF TANSLEY PARISH COUNCIL ON THURSDAY 19 JULY  2007

Present:  Councillors   Gray, Greenhough, Hallam, Johnson, Spencer, Spink & Taylor

 17/08        APOLOGIES

S Emerson & J Speedie

 18/08        ELECTION OF CHAIRMAN

Cllr Spencer was elected Chairman of the Parish Council, as Cllr Greenhough had indicated that he only wished to hold the position temporarily.

 19/08        ELECTION OF VICE CHAIRMAN

Cllr Gray was happy to remain as the vice chairman, and this was also the Members wishes.

 Cllr Gray left the meeting at 7.38pm due to illness.

 20/08        SIGNATURES OF ACCEPTANCE OF OFFICE

All Councillors present signed the acceptance of office document.

 21/08        DECLARATIONS OF INTEREST

There were no declarations of interest to declare

 

22/08        MINUTES OF THE MEETING HELD ON MONDAY 31 May 2007

The Minutes of the Meeting held on Monday 31 May 2007 were approved and signed as a true and accurate record.

 

23/08        MATTERS ARISING FROM PREVIOUS MINUTES

There were no matters arising. 

 24/08        EXCLUSIONS

 There were no items to be taken in exclusion.

 25/08        TIME/DAY/DATES AND LOCATION OF FUTURE MEETINGS

 

A discussion was held and it was

RESOLVED:

 

That meetings would be held on 4th Tuesday of the month in the Fete Field Pavilion at 7.30pm.

 

26/08        CHAIRMAN’S REPORT

 

A copy of the Chairman’s Report was circulated.

 

27/08        EAST MIDLANDS IN BLOOM

 

Cllr Taylor met with the judges on 6 July and went over the route taken by the judges, a garden was chosen to go through to the Best Residential Garden competiton, this was Jane Whitworths.  Results would be given at Mansfield on 12 September 2007.

 

28/08        TANSLEY IN BLOOM COMEPTITION

 

The clerk had brought the leaflets for every household, which Steve would distribute.  Cllr Taylor has asked one of the EMIB officials to carry out the judging, this would take place, mid August, and presentations would be made at the next meeting.

 

29/08        PLANNING MATTERS

 

Applications for consideration dealt with under Chairman’s delegated powers:

07/00520/FUL Erection of agricultural livestock building and store (retrospective) at Oaksedge Lane Tansley – no objections

07/00387/OUT Erection of dwelling (outline) at Land Off Thatchers Lane Tansley – no objections but concerns about the potential noise coming from the adjacent industrial site.

07/00457/FUL Erection of ground/first floor extensions and construction of new access at The Cottage Holly Lane Tansley -  no objections but concerns that the stone walls around the access are retained to protect the integrity of the property.

07/00435/LBALT Alterations to listed building – erection of external shelter at The Tavern at Tansley – no objections

07/00480/FUL Demolition of existing premises and erection of two storey retail premises/residential accommodation and associated access/parking at 61 The Knoll Tansley -  no objections in principle to the application but have concerns about the front of the proposed shop having ‘residential’ type windows rather than commercial.  The only concession to a commercial property is the sign above the door, which could be easily removed for a change of use.  On the original application the PC stipulated that the shop must be retained.  Must ensue that the post box and litter bin are accessible and comply with the DDA.  There may also be problems with vehicle parking, access/egress on that particularly busy corner.

07/00326/FUL Single/two storey rear extension at 6 Ashley Close Tansley – permission granted

07/00298/FUL Erection of timber garage at Ash Tree Cottage Thatchers Lane, Tansley – permission granted

07/00457/FUL Erection of ground/first floor extensions and construction  of new access – The Cottage Holly Lane Tansley – permission refused

TOWN AND COUNTRY PLANNING ACT 1990
Appeal by Mr & Mrs D Smith – site of land to rear of Whiteleas Lane adjacent Bobbin Mill Tansley – certificate of lawfulness for an existing use- private garden and vehicular access (originally refused on 30 June 2004 by DDDC).

30/08        REVISED MODEL CODE OF CONDUCT – ADOPTION
All Councillors have received a copy of the above.

RESOLVED:

To defer the adoption of the code until a later meeting.

DDDC Derbyshire Dales Sports Award 2007 – was passed to Cllr Hallam to consider.
