115/06        MINUTES OF THE MEETING HELD ON MONDAY 13 FEBRUARY  2006

The Minutes of the Meeting held on Monday 13 February 2006 approved and signed as a true and accurate record.

 

116/06        MATTERS ARISING FROM PREVIOUS MINUTES

There were no matters arising.

117/06        EXCLUSIONS

There were no items to be taken in exclusion.

 

118/06          TRAFFIC MATTERS NOTTINGHAM ROAD

 

The chairman allowed the members of the public to speak about the above matter, at whose request the item had been brought before council.

Concerns over the speed at which traffic drive through Tansley, the village plan questionnaire also showed that there was a lot of concern over speeding.

 

The Parish Council has requested signs on A615 and got these, also requested that Church Street be remarked, this was done. DCC are bidding for a traffic calming scheme in 2006/07, there is a possibility of a ‘gateway’ scheme at The Gate which could alter traffic priority at The Knoll.

 

RESOLVED:

 

To chase DCC about the scheme for traffic calming bid.

 

119/06           VILLAGE PLAN

 

The chairman would bring a draft plan to the April meeting to go to the public meeting in May, at which neighbourhood watch would also be mentioned.

The meeting would be publicised on the web site and flyers.

RESOLVED:

 

That the date be booked for 19 May 2006.

To purchase a map of the village from Ordnance Survey.

 

120/06          CHAIRMAN’S REPORT     

 

Fete Field

 

The building is now making good progress and consent has been given by STWA for foul and surface water to go into the sewer at the top of Spout Lane, this is an extra cost of £2,000-£2,500.

 

Fete Field will officially open on 17 June with a football competition the next day.  There needs to be a guest to open it.

Management Committee will run the Fete Field Pavilion, there will be a contract or agreement, which will state how this will be run, ie. cleaning, letting, maintenance etc.  Since the last village plan asked for this, this has been delivered exactly as planned.

 

The protection on the lights has been reviewed and 1 grille has been removed, and the building is generally vandal resistant.

 

Footpaths

 

DDDC has arranged to carry out some work to some footpaths, although water on one footpath has turned it into a bog, this has been reported to Mr Berry.

 

121/06          EAST MIDLANDS IN BLOOM

 

Cllr Taylor & R Whitworth had attended a seminar at Chesterfield to cover the judging criteria for this year’s competition.  DDDC has been contacted to cover the cleanliness aspect and when the judging date is known this needs to be given to DDDC so that they can try and accommodate the cleaning request.

Other Council Members need to put forward areas of the village or others who are willing to help in gaining the award.

 

RESOLVED:

 

To enter again this year, Cllr Taylor to start to assemble the portfolio.

 

122/06          PLANNING MATTERS

Applications for consideration, dealt with under Chairman’s delegated powers -

06/00133/REM Erection of 2 No dwellings (approval of reserved matters) Land West of, Thatchers Lane, Tansley – no objections

Applications for consideration:

06/00077/OUT Erection of 4 no twin unit holiday homes, reception/warden unit, sewage treatment plant and associated parking (outline) at Lair Barn Foxholes Lane Tansley – objections as follows:

 

  1. Access ways to site of proposal are wholly single carriageways bounded by mud and water and are totally incapable of taking extra traffic satisfactorily.
  2. One access to the site proposed means negotiating a hill of 1 in 5 gradient, which means that inevitably traffic generated, by the proposal will discharge into the village.
  3. Both of these roads are narrow, neither has a footpath, and at times are difficult to negotiate due to residents parking.
  4. At the point where Oaksedge Lane meets The Knoll the existence of long established housing makes the corner extremely dangerous.
  5. The development of these units would set a precedence, which would make it difficult to resist.
  6. The intrusion into one of the most visually attractive parts of the parish is unacceptable and it will have a detrimental effect on the visual amenity and landscape character.
  7. The Parish Council only recently considered an application to remove holiday let conditions on a site within ½ mile of the present site.
  8. The Parish Council feels that a number of the holiday lets are being abused by being let on a long term basis, indeed there is one case where the tenants had been there so long they were on the electoral register.
  9. The Destination Management Partnership (Tourism) has appointed consultants to study the situation regarding holiday lets in Derbyshire presumably because of concern that supply has exceeded demand, as well as mentioned above.
  10. The District Council has recently refused a barn conversion for local  need, which is really the matter that needs to be addressed within this parish.
  11. The adjacent site is a conservation area populated by lizards; the introduction of additional human activity is likely to be detrimental to the colony.
  12. The present application appears to be for 4 double units ie. 8 plus a reception and shop unit, which make it potentially more intrusive than the previous application.  The shop of the size proposed couldn’t be justified against the number of holiday units, which will no doubt lead to an application for its conversion in due course.
  13. This application erodes into the Green Belt and is outside of the village framework.
  14. The bio digester is dependant upon effluent being digested by bacteria.  The cleaned water discharges into the ground.  This area is extremely wet as evidenced by the state of the road and the road verges, hence the ability of the proposed site to supply water to the proposed new units.  This water supply is also used by local properties.  The bio digester depends upon activity from aerobic bacteria, this can be killed by the use of bleach and domestic cleaners, which means that there is always the risk of contamination to domestic water supplies, streams and ponds.
