115/08      DECLARATIONS OF INTEREST

Cllr Gray declared a prejudiciary interest in the grant application for The Chair Exercise Group.

 

116/08      MINUTES OF THE MEETING HELD ON WEDNESDAY 27 FEBRUARY 2008

The Minutes of the Meeting held on Wednesday 27 February 2008 were approved and signed as a true and accurate record.

 

117/08      MATTERS ARISING FROM PREVIOUS MINUTES

Cllr Gray has drafted a letter and costed out the plaques for the sponsorship of the hanging basket.

 RESOLVED:

To allow sponsorship of a basket at £25.00 and a trough at £45.00.  The sponsorship would be advertised throughout the village on the rear of the Tansley In Bloom leaflet.

 118/08      EXCLUSIONS

There were no items to be taken in exclusion.

The chairman suspended standing orders at 7.35pm so that the members of the public could speak.

 

There was discussion about the Tansley Parish Village Plan which has been delivered around most of the village.  There was some concern about affordable housing and the development of West Yard.  The chair allayed the meetings fears about the development and told those present that soon there would be a housing needs survey delivered via DRCC which would identify the future needs of the village.  This would highlight the needs for housing and then steps could be taken to secure sites and funding for feasibility studies etc.

Those present asked if they could be made aware of any planning applications for the West Yard area,  the chair informed them that notices of all meetings are posted in the noticeboards.  It was requested that agendas be placed in the Reading Room noticeboard also.

 

The chair continued with suspended standing orders.

 

119/08      LETTER FROM MRS RAYNES, CHURCH STREET

 

Mr & Mrs Raynes spoke about a letter that had been sent to the Parish Council about a property on Church Street where according to the National Press,a massage business is being operated, previously glamour photography took place.  The service is advertised on the internet and is attracting quite a lot of attention at the present time.  A Bed & Breakfast service is also offered.

Much discussion took place between the residents and the councillors, regarding strangers visiting the village, parked cars, proximity of children etc. 

The chair informed the residents that there is very little that the parish council can do unless the occupants are in breach of planning, licensing or environmental law or legislation.

 

RESOLVED:

That letters be written to DDDC licensing section about unlicensed activities, environmental health with regards to food safety, health & safety and nuisance, planning regarding planning permission ‘change of use, business’, respectively.

When the outcome of these letters have been received then the matter will be dealt with accordingly.

 

The chair resumed standing orders at 8.30pm and some of the members of the public left the meeting.

 

120/08      VILLAGE HALL UPDATE

 

The chair attended the last meeting of the village hall committee, and the WREN grant application is being put together at the moment, as the funds that are needed are in the region of £180,000.  The grant application has to be in by Friday 4 April.

 

RESOLVED:

 

To write another letter in support of the project echoing the need for the hall for the future of the village, and it playing a vital role in the community and the need for it to be retained and maintained.

 

121/08      GRANT APPLICATION

SITTING PRETTY CHAIR EXERCISE GROUP

 

Cllr Gray provided information on the work and the make up of the group but played not part in the decision making process.

RESOLVED:

 

To award £100 to the Sitting Pretty Chair Exercise Group, as it provides worthwhile function.

 

109/08      PLANNING MATTERS

109.08.01        DDDC Naming and Numbering of New Development at Thatchers Croft – this was discussed without any adverse comments.

Agricultural Prior Notification – Erection of Agricultural Storage Building at Sunnyside Farm, Knabhall Lane, Tansley was received.

 

110/08      CORRESPONDENCE was received

eko gen – letter re peak sub region strategic housing land availability assessment    - was noted

DDDC – Saturday Morning Community Waste Collections was noted and would be circulated on the website and the noticeboards
