 MINUTES OF THE ANNUAL PARISH MEETING OF TANSLEY PARISH COUNCIL ON MONDAY 9 MAY 2005

Present:  Councillors R Whitworth,  J Spink, R Bourne, K Gray, N Johnson,  I Spencer,

Four Members of the Public, Cllr Flitter was present from 8.10pm

1/06           APOLOGIES

Cllrs Taylor and N Whitworth

2/06           ELECTION OF CHAIR 2005/06

Cllr R Whitworth was unanimously voted in as Chair for the coming year.

3/06           ELECTION OF VICE CHAIR 2005/06

Cllr Spink was unanimously voted in as Vice Chair for the coming year.

4/06           ACCEPTANCE OF OFFICE

The Chair and Vice Chair signed the declaration of acceptance of office.

5/06           REPRESENTATIVE TO THE SCHOOL GOVERNORS

Cllr Johnson was elected as a representative to the School Governors, the clerk would write to the school and inform them of the change in representation.

6/06           SIGNATORIES FOR CHEQUES

The clerk requested that a further signatory be allowed, ie any two from three, so that this allowed flexibility which is needed especially during the Pavilion works.

RESOLVED:

That signatories would be the Chair, Vice Chair and Cllr Johnson, the clerk would make the necessary arrangements.

There were no declarations of interests in the agenda items.

8/06           MINUTES OF THE MEETING HELD ON MONDAY 11 APRIL 2005

The Minutes of the Meeting held on Monday 11 April 2005 were approved and signed as a true and accurate record.

9/06           MATTERS ARISING FROM PREVIOUS MINUTES

There were no matters arising

10/06                  EXCLUSIONS

There were no items to be taken in exclusion.

11/06        CHAIRMAN’S REPORT

Fete Field – The work is progressing nicely and the external stonework will be up to the roof within the next 14 days.

Tenders for the drainage works have come in approximately as follows:

                   Stanley                  £70,000

                   M Abbott               £67,000

                   Whitehouse           £49,000

                   Agripower              £45,000

                   D W Clark              £42,500

However, Clark have assumed that the services are adjacent to the site and Agripower have yet to agree the final outfall, so more information needs to be provided so that the price can include for off site drainage and a contingency sum..  The football foundation would be paying for this, but the Parish Council would not be able to go back for further funds if there was a shortfall on this item.  The National Playing Fields Asso. also want a further fee of £4,600.

RESOLVED:

To pay the 2nd Certificate of £19,000+ v.a.t. as soon as the architect receives this.

That the Chairman discuss with the consultant the further works required to complete the drainage works satisfactorily.

Cemetery Path the vicar has written to the Diocese for permission for the works to be carried out; reply still awaited

Affordable Housing in Tansley a letter has been received from DDDC regarding this, and three sites have been identified, although the majority of this land has been ruled out, and the potential for development on the remaining land is very restricted.  DDDC are to meet with the Peak District Rural Housing to discuss these sites, and they will let the Parish Council know the outcome.

Quotation for Parish Council Memorial Plaque

A quotation has been received for the inclusion of the four sportspeoples names on a marble tablet in the sum of £310.20 including v.a.t.

RESOLVED:

To defer the decision for the present time.

Provision of Dog Bins

Dog Bins are in short supply within the village and this is causing a problem, the cost is in the region of £132 each.

RESOLVED:

To request two from Derbyshire Dales District Council (1 at the end of Green Lane and on the path from The Knoll down to the Scout Hut) and also to request a litter bin be situated at the end of Spout Lane .

The Chairman also brought a letter to the meeting and requested that it be discussed.  The letter is from Mr Hipkin of Masson View Spout Lane (his land runs adjacent to the fete field), and he requests to install a field gate into his land from what would be the Fete Field car park.  This would allow maintenance to be carried out to the stream and field.

After much discussion regarding access, and the permanent nature of the gate, it was

RESOLVED:

To allow four weeks temporary access, to allow him to ‘pass over’ to carry out the necessary maintenance work.

To write to the District Valuer to give an indication of the valuation of the cost of a field gate which would allow access of this nature.

Applications for consideration:

05/00334/REM Erection of two storey dwelling (approval of reserved matters) West of Thatchers Lane (old Tavern Car Park)  after much discussion it was

RESOLVED:

That the Parish Council wish to object to the plans as it is their view that the house is too large for the plot, and would prefer a smaller house which would be little less imposing.

Derbyshire Dales District Council Decision Notices:

05/00141/FUL Erection of dwelling and associated access – Brook Cottage, Oaksedge – permission refused.

The chairman requested that the meeting look at grants in a more structured way and that any application should be backed up with the last years accounts.

 RESOLVED:

 To request a copy of the accounts from all applicants to bring to June meeting.
