67/06        MINUTES OF THE MEETING HELD ON WEDNESDAY 10 OCTOBER 2005

The Minutes of the Meeting held on Wednesday 10 October 2005 were approved and signed as a true and accurate record, with an amendment regarding concern over the fence and the possibility of cattle roaming on the fete field.

70/06        DECLARATION OF ACCEPTANCE OF NEW COUNCILLOR

Cllr Greenhough signed the declaration of acceptance for the Parish Council and he was welcomed onto the Council.

71/06        CHAIRMAN’S REPORT

1.                Fete Field – work on the pavilion is progressing nicely and is being plastered out at the moment.  The Chair and Clerk have met George Attwood Harris  Consultant Groundworks, as the contractor will need to remedy the damp areas of the field  by sand slitting and sand amelioration.  Initial work has started on the charitable trust/service level agreement for the pavilion.

Cllr Gray raised the issue of the drainage and that residents of Masson Terrace are not happy with the situation regarding the drains, he has spoken to Severn Trent Water and there has not been a formal application to connect into the sewer yet.  Further. Severn Trent Water had informed him that only water from within the building would be acceptable.  There are complaints about the garage forecourt and its conditions, and the pipes/access etc.  There is a problem with the forecourt and the manhole and its level, there is subsidence where the drain was installed.

Residents of Masson Terrace have experienced flooding off the back yard because of the Council’s activities.  He insisted that consent to make the sewer connection would be required from all of the owners of the houses on Masson Terrace.

The Chairman  informed the meeting that the pavilion will be paved round and landscaped, and it was intended to connect two of the garage roof outlets into the new drain.

The Council will need an easement from the owner of No 1 Masson Terrace to connect into the sewer, if permission is given then work should soon be completed.  All of the residents will be seen but if the drain has to go into the highway this will take longer, generate greater inconvenience and cost more.

A grant of £200 has been secured from Ernest Bailey Charity for help toward the fixtures and fittings and the Tansley Development Association has agreed to contribute £2,000 for furniture, crockery etc.

RESOLVED:

That the application be made forthwith to Severn Trent Water to connect into the public sewer either on Masson Terrace or in Spout Lane.

2. Cemetery Path – verbal permission has been received from the Church Warden and Vicar for work to commence, this has been arranged with the contractor for 21 November, it will be marked out this week, and work will take four days.

2.                Village Hall – the village hall committee resigns on 21 November, the Parochial Church Council purchased the former church school in the early 1950’s and the diocese retains an interest.  By the 1980’s none of the PCC were attending meetings and so the Parish Hall Committee took out a 28 year lease which has only six years to run.  The Committee asked if they could have the hall by ‘Deed of Gift’ but that could not be done in the absence of charitable status. Significant expenditure is necessary to repair the hall to make it more conducive to todays needs. The old committee has left a reasonable amount, some members of the committee have served for a number of years and it would be appropriate for the Parish Council to recognise this.

RESOLVED

That the chair attend the meeting and maybe suggest that they set up a charitable trust, with a view to obtaining a long term tenure which would enable funding to be attracted.

That the Parish Council purchase a silver plaque for each member of the committee to commemorate their service.

4.          DCC Youth Service Presentation – Helen Greatorex

Helen was welcomed to the meeting, which has come about because of DCC detached workers visiting the village, talking to the youngsters about a possible skatepark?

The Mobile Information Unit visits the village weekly, it has various things, ie. virtual baby, crafts, activity wall, coffee facilities etc.  It is part of the education service and meets OFSTED regulations and attends the village on Mondays 4.15pm-6.00pm, which will be reviewed at Christmas, and if there is a greater need in other villages, the service could be lost.

The matter of a weekly youth club was raised by the Councillors, Helen said that the youth service have not run youth clubs for 15 or so years, there is the mobile climbing wall, the mobile unit but very often all youngsters want is a place to chat, without organised activities.  She said that training is available through the youth service, for volunteers within areas to enable them to run their own groups within their communities.

Helen was thanked for her attendance and the overview of the youth service.

72/06        VILLAGE PLAN

The committee had met to start off with the questionnaire for circulation, a draft copy of which had been circulated.  Although some slight adjustment was needed, it would be printed and circulated throughout the village (450 copies).  These would be returned to the Post Office and the collated and further pushed on with a public meeting.

72/06        NEIGHBOURHOOD WATCH

The leaflets are ready to circulate and be returned to The Gate and The Post Office.  A further newsletter is partially together and publicising of some recent thefts within the village may boost the membership.

73/06        PLANNING MATTERS

05/00800/FUL – Two storey side extension at Brookside Cottage, Foxhole Lane, Tansley – no objections

TPO 156 – Tree Works to Ash Tree at Ash Tree Cottage, Thatchers Lane, Tansley – comments re; unless the tree is dangerous, then all tree work should be kept to a minimum

Applications for consideration:

05/00933/FUL Formation of farm access track at Sunnyside Farm, Whitelea Lane, Tansley – objections regarding industrial activities, access intruding into the rural landscape, walls have been cleared.  Access onto a lane with the national speed limit and close to the brow of a hill, visibility is restricted.

05/00941/FUL Two storey front extension and formation of decking area to side at 4 Tansley House Gardens Tansley – objections regarding the plan being near to the boundary line, the height of the decking is above the height of the fence line, and there may be a loss of amenity to the neighbouring property.

05/00951/OUT Conversion of storage building to residential dwelling (outline) at Land At Red Hill/Middle Lane, Tansley – no objections 

05/00958/FUL Change of use to retail nursery and erection of 3 no building at Land off Nottingham Road Tansley – objection on the grounds of unsafe access/egress onto Nottingham Road and this is in the close proximity to an already successful business establishment (Matlock Garden Centre) and there will be increased road safety issues.

05/00957/FUL Erection  of polytunnel for horticultural purposes at Land Off Nottingham Road Tansley – objection as the PC regret the loss of agricultural land on the approach to the village and the loss of visual amenity impact. (Has the land had change of use from agricultural to horticultural?).

The buildings and the development could be outside the footprint of the village and on green belt land.
