55/06 MINUTES OF THE MEETING HELD ON WEDNESDAY 14 SEPTEMBER 2005
The Minutes of the Meeting held on Wednesday 14 September 2005 were approved and signed as a true and accurate record.

58/06 DECLARATION OF ACCEPTANCE OF NEW COUNCILLOR
Cllr Greenhough was unable to attend the meeting and therefore did not sign the declaration of acceptance
59/06 CHAIRMANS REPORT
Fete Field A new completion date is now needed. The grass has been cut once, and D W Clarkes have been asked to return to stone pick and reinstate the lane, this they have done. The stream creates a natural barrier with the fields at the top, and the soakaway should work and be proven in the near future.
Signs were erected to ask residents to be careful when walking their dogs to allow the grass to take. Concern was expressed regarding cattle getting into the field, this will be acted upon as and when it might occur.
Severn Trent are currently looking into the capacity of the drain to take the water from the fete field pavilion.
By next April/May the charitable trust should have been formed.
Footpaths The leaflet Reporting Path Problems was circulated, which enables problems to be reported to DCC for action.
A young man has approached the Parish Council with a view to carrying out footpath work.
RESOLVED:
That the clerk write and offer the position.
Cemetery Path again the diocese has held up progress with this project but permissions should be available at the end of the month. Work scheduled for 7 November.
Village Plan in 1999/2000 the 1st village plan committed the aspirations of the villagers to paper. This should have been reviewed last year, but was not. The villagers must be asked again, what they want. The Chairman wrote a piece about the village plan in The Link, but unfortunately nothing was forthcoming.
RESOLVED:
That the sub committee (Cllrs Bourne, Gray, Spink and Taylor) meet with a view to putting together a simple questionnaire to all householders
60/06 NEIGHBOURHOOD WATCH
Cllr Johnson informed the meeting that 450 leaflets are to go out to all householders showing the aims/objectives of neighbourhood watch. The leaflets showing interest should be returned to the Post Office. Public Houses are also being contacted regarding returns. Cllr Johnson is to attend a meeting at Ripley later this week where police co-ordinators will be in attendance. Tansley is still an active neighbourhood watch scheme.

05/00813/FUL Change of use to retail nursery and erection of 3 no building at Land off Nottingham Road Tansley objection on the grounds of unsafe access/egress onto Nottingham Road and this is in the close proximity to an already successful business establishment (Matlock Garden Centre) and there will be increased road safety issues.
05/00814/FUL Erection of polytunnel for horticultural purposes at Land Off Nottingham Road Tansley objection as the PC regret the loss of agricultural land on the approach to the village and the loss of visual amenity impact. (Has the land had change of use from agricultural to horticultural?).
The buildings and the development could be outside the footprint of the village and on green belt land.

62/06 CORRESPONDENCE
DCC Provisional Derbyshire Local Transport Plan and Environment Report all had received a copy of the questionnaire, so each would submit their own reply.
DCC Young Achievers Award 2005 this would be sent to the school to see if they have anyone to nominate.
DCC Dial A Bus write in support of the scheme and request that it continue.
