42/06        MINUTES OF THE MEETING HELD ON MONDAY 11 JULY   2005

The Minutes of the Meeting held on Monday 11 July 2005 were approved and signed as a true and accurate record.

43/06        MATTERS ARISING FROM PREVIOUS MINUTES

There were no matters arising

44/06        EXCLUSIONS

There were no items to be taken in exclusion.

45/06        VACANCY FOR COUNCILLOR

Steven Greenhough has accepted the position and will be invited to the October meeting.

46/06        CHAIRMAN’S REPORT

Fete Field – has now been drained, and rotavated and to be reseeded soon.  The Pavilion has had the floor screeded and completion should be in the next month, date to be finalised.

A landscaping plan has now been agreed with the Planners.

Footpaths – the Parish Council has an agreement with DCC that funds can be reimbursed for work undertaken on the village footpaths.  The Parish Council has had someone working on a part time basis (around 60 hours per year) but they do not wish to continue, so a replacement must be found.

Cemetery Path –work should start week commencing 26 September.

Dog Fouling Bins – a request for dog fouling bins and litter bins has been put in to Derbyshire Dales, the dog fouling bins will be £105 each + vat and then emptied by the District Council.  The litter bin is to be installed after DDDC have carried out a needs survey, (this will be no cost).

RESOLVED:

To go ahead with the dog fouling bins

47/06        EAST MIDLANDS IN BLOOM

Tansley gained a Bronze certificate again this year, with special recommendation for The Tavern and also the Frank Constable Award for the Best Residential Garden was awarded to Polly Morten of Woodbine Cottage.

RESOLVED:

To write to both the above parties and congratulate them.

48/06        NEIGHBOURHOOD WATCH

Cllr Johnson has spoken to several parishioners on this, who are very enthusiastic, discussions have also taken place with Sandra Haycock who works for the police on neighbourhood watch schemes, and PC Browett at Matlock.  It is felt that it should be included in the village plan, a meeting needs to be held to discuss areas, signage and stickers, as these all need replacing.

There is a meeting of neighbourhood watch co-ordinators in Matlock

RESOLVED:

To keep the impetus going on this matter.

49/06        PLANNING MATTERS

Application for consideration, dealt with under Chairman’s delegated powers -

O5/00612/OUT Erection of 3 no detached dwellings with integral B1 office accommodation and associated alterations to access-

Sunnyside Farm, Whitelea Lane, Tansley – objected

05/00516/FUL Erection of stables and use of land for equestrian pursuits –

Land off Knabhall Lane Tansley – objected

The Chairman suspended standing orders to allow a discussion to take place with the members of the public regarding the following two items:

05/00589/OUT – Erection of two dwellings and associated access (outline) – Land West of Thatchers Lane, Tansley – no objections

05/00690/FUL Erection of 4 No two storey dwellings (Plots 5-8) and associated access alterations –Land West of Thatchers Lane, Tansley – no objections but observations made: 3 of the houses should be two bedroomed (not 3 bed as suggested).  The should be conditioned for local need and designed as to be incapable of extension in the future, to preserve their essential ‘low cost intention’

The Chairman resumed Standing Orders to allow Council business to continue.

Following the public representation it was RESOLVED:  to put the parishioners views forward as follows:

1.     if houses were built across the end of the cul-de-sac this would prevent any further access to West Yard

2.     Part of West Yard goes over the Local Plan boundary

3.     There may be a loss of privacy due to the position of House 5 with Orchard House next door.

4.     It is believed that all of the application is on a green field site as residents believe that West Yard is a green field site.
