MINUTES OF THE MEETING OF TANSLEY PARISH COUNCIL ON WEDNESDAY 27 FEBRUARY 2008

 98/08        DECLARATIONS OF INTEREST

Cllrs Hall, Johnson & Spencer declared an interest in agenda item no 8, The Fete Field – letter re pooh bag dispensers.

 

99/08        MINUTES OF THE MEETING HELD ON TUESDAY 22 JANUARY 2008

The Minutes of the Meeting held on Tuesday 22 January 2008 were approved and signed as a true and accurate record.

 

100/08      MATTERS ARISING FROM PREVIOUS MINUTES

Cllr Gray has attended the Methodist Church AGM, they are currently fund raising to build an extension, they are going to host lunch club, youth activities, trying to get it a multi user centre.  They also may be able to set aside an area for the post office to be accommodated in the church.

 Cllr Greenhough confirmed that the post office should be back in the village when the new building is complete.

 The clerk would write to the developer to see when the building would be finished.

 101/08      EXCLUSIONS

 There were no items to be taken in exclusion.

102/08      ISABEL BELLAMY – RURAL HOUSING OFFICER AT DERBYSHIRE RURAL COMMUNITY COUNCIL to talk about Affordable Housing

 

the chairman suspended standing orders so that Miss Bellamy could address the meeting.

 

Miss Bellamy explained her role within the DRCC, which is to look at rural exception sites and prove the need for housing within the High Peak, Derbyshire Dales and Peak Park.  The Peak District Rural Housing Authority work with DRCC to build and act as landlord with local people.  Sites are generally identified by PDRHA, the survey has to be done, sites identified then a feasibility study, and bids put forward for funding to build the houses.  The Parish Council needs to support the Housing Association in their work, which is to provide part ownership/part rented houses for local people that they can afford.  The future of the village depends upon these properties.  Once the survey has been completed, then DRCC will act upon the results.

 

RESOLVED:

 

To go ahead with the survey as soon as possible using Parish Council letterhead.

 

The meeting thanked Miss Bellamy for her attendance and the Chairman resumed standing orders.

 

103/08      CASUAL VACANCY FOR COUNCILLOR

 

The vacancy has been posted in the noticeboards, as yet no one has come forward so the Council can co-opt.

 

104/08      FETE FIELD

A letter has been received from the Fete Field Committee requesting that the parish council help to reduce the incidences of dog fouling by purchasing some dog pooh bag dispensers, the Committee will arranged for these to be installed.

 

RESOLVED:

 

To help with the purchase of 2 dispensers at a cost of no more than £200.

 

105/08      VILLAGE PLAN

 

The précised version of the village plan will be distributed around the village.

 

106/08      TANSLEY VILLAGE HALL

 

It was reported that the Big Lottery Fund has rejected the Village Hall application for funding a grant for the cost of modernisation and repair.  An alternative solution needs to be found and community support needs to be demonstrated.

 

RESOLVED:

 

The Village Hall Committee be advised that in the event of them applying to WREN for a £50,000 grant, the Parish Council will share the 11% (£5500) sponsorship requirement up to £1835.

 

107/08      GRANT APPLICATION

A request from Francis Staley Religious Trust for help with publishing ‘the Link’.

 

RESOLVED:

 

To award £150.00

 

108/08      EAST MIDLANDS IN BLOOM SEMINAR 2008

 

108.08.2          Seminar at Bakewell – Cllr Taylor and the Clerk had attended this, the speakers were very impressive regarding what you should show the judges and what not to.  There are 5 sections and will involve the entire village.  There needs to be more publicity and the school should be encouraged to enter the painting competition.

 

108.08.02     Quotation for Hanging Baskets

 

RESOLVED:

 

To accept the quotation in the sum of £1160 but to write to them and ensure that the baskets are of an acceptable quality this year.
