MINUTES OF THE PARISH COUNCIL MEETING OF TANSLEY PARISH COUNCIL ON MONDAY 13 NOVEMBER 2006

Cllr R Whitworth would continue as chair until the elections.

89/07        MINUTES OF THE MEETING HELD ON MONDAY 9 OCTOBER   2006

The Minutes of the Meeting held on Monday 9 October 2006 were approved and signed as a true and accurate record.

 

90/07        MATTERS ARISING FROM PREVIOUS MINUTES

Cllr Johnson raised the matter that Mrs Wildgoose who had been a prize winner in the Tansley In Bloom competition had been disappointed with the certificate.  This was noted for next years competition.

80/07       Footpaths-Cllr Whitworth had written to DCC regarding a Greenway Scheme, for which funding is available.  The village plan also needs looking at again.

91/07        EXCLUSIONS

There were no items to be taken in exclusion.

 

92/07          LETTER REGARDING BURIAL GROUND

 

A letter had been received from a resident regarding provision of a garden of remembrance in the new burial ground, and also about pre purchase of grave spaces.

 

RESOLVED:

 

To send a reply to the effect; that when a firm request for a garden of remembrance is received it will be looked at as a whole with the burial ground, and that it is the PC policy not to allow the pre purchase of grave spaces.

Applications for consideration dealt with under Chairmans delegated powers:

06/00809/FUL Change of use and conversion of garage to dependant relative accommodation – at Rose Cottage Whitelea Lane – comments as follows: consideration be given by DDDC as to whether approval for a house at this position would have been given prior to the garages being built.  Site is outside of the village envelope, previously agreed.  Approval would set a precedent, which would result in any new or existing garages being converted to residential.  Whitelea Lane is unsuitable for more traffic, DDDC approval of industrial activities in the area has contributed to making Whitelea Lane dangerous.

Derbyshire Dales District Council Decision Notices:

Town & Country Planning Act 1990 Appeal by Alex Hazle site at Sunnyside Farm Whitelea Lane – formation of access track;

 

          Further to letter of 15 August – the informal hearing due to be held on the above appeal on 7.11.06 has been cancelled as a planning application relating to this site is to be considered at the Council’s Central Planning Committee on 7.11.06 which may negate the need for consideration of this scheme by the planning inspectorate

 

The chair suspended standing orders to allow Cllr Flitter to speak.

 

Cllr Flitter said that he allowed delegated powers to be given unless there are adverse comments about a planning application from a Parish Council.

On the matter of the access track he had agreed to delegation subject to the Parish Council’s views and with a condition of a wall being erected and not a fence.

 

In future, DDDC intend to consult PCs’ but have the power to overrule them, if a PC asks for a site visit it still might be overruled and go against the PC’s wishes.  Local PCs’ have grass roots interests and these should be carried through, this was a view across all parties at DDDC.  A lot of lead members are unhappy with this, and have deferred to a Parish Council conference.

RESOLVED:

 

That the precept would be £13,580, which is a 3% increase across the board, clerks salary would now be £2302 per annum.
