76/07 MINUTES OF THE MEETING HELD ON MONDAY 11 SEPTEMBER 2006
The Minutes of the Meeting held on Monday 11 September 2006 were approved and signed as a true and accurate record.
77/07 MATTERS ARISING FROM PREVIOUS MINUTES
There were no matters arising.
78/07 EXCLUSIONS
There were no items to be taken in exclusion.
79/07 FETE FIELD REPORT
The fete field is ready for formal handover, the work is satisfactory although there are some undulations, which will be impossible to remedy without taking the field out of use again.
The building has been ‘snagged’ and awaiting the builder to return to carry out the remedial works. Also waiting for a quotation to eliminate standing water on the garage forecourt and for a cut off drain at the gate.
The Fete Field Trust is now managing the site, the field is already being overused. There were four games on one day and also car parking has been problematic, this is due to the planning authority’s idea that users would walk to the site. Two dog bins and one litter bin have been provided as agreed. As yet not been able to meet the auditor to discuss the overspend on drainage and plumbing.
A question was raised regarding the future development ie. skateboard park. The management agreement will stipulate that development cannot take place without the express permission of the parish council.
There was also the problem of a pothole on Spout Lane which would be remedied when the proposed plateau was installed.
RESOLVED:
That the report be received.
80/07 FOOTPATHS
Possibility of a footpath route to Matlock Green, and liaison with Matlock Town Council would be required and also some landowners to remove some obstacles ie. styles and stone stumps. Very little work would be needed and grants could be obtained.

81/07 TANSLEY IN BLOOM PRESENTATION EVENING
This went very well, and was quite well attended. Lessons have been learnt with regards to the competition for next year, photographs of winners were taken and submitted to the press for publication.

Write to Mr Tarbatt with thanks for his continued support of the competition.
To try and enter the school in the painting competition next year.
82/07 PLANNING MATTERS
Application for consideration
06/00708/FUL Retention of farm track at Sunnyside Farm. Whitelea Lane, Tansley – objections as follows:-
· The access into the rural landscape
· Stone walls have been cleared
· Access onto the lane with a national speed limit and close to the brow of a hill would make access/egress dangerous due to restricted visibility
· In the event of this application being approved, traffic from the industrial site would inevitably use the track
· The council are also unhappy about the prior notification of the agricultural building.

Cllr Flitter spoke regarding parish councils’ and the fact that the District Council are wanting to away the rights of the parish councils’ to make comments on planning applications. Officers and members would also be able to overrule the Parish Council and not allow site meetings also.
